ORGANIZATIONAL STRUCTURE OF MANAGEMENT

GENERAL DESCRIPTION
Public Institution SMK University of Applied Sciences is the second biggest private university in Lithuania. The University was established in Klaipeda and now there is one more branch in Vilnius. SMK University of Applied Sciences celebrates 18 years anniversary. Since the beginning the University has gained the reputation of an advanced institution both among local community and regional business sector.
The University has very close relations with more than 300 Lithuanian business companies, which accept students for their practice and participate in creation of study programmes. While executing national Phare projects, the University provided teaching services for enterprises and helps to improve skills of employees at their workplace. The University has also gained experience in execution of national and international projects and strives to adapt European dimension to all of its activities.
The University has experience in high-qualified research, carrying out analysis, organizing seminars, meetings and conferences on the research subject areas and of international co-operation.
SMK University of Applied Sciences has been teaching foreign languages both for students and adults for eleven years, preparing and adapting language teaching programmes for specific needs (business, law, finance). It also organizes courses for professionals.
In 2002 the University was granted the European Label Award for innovative language learning and training project. From the beginning of its activities the University provides lessons of Lithuanian as a foreign language to members of Russian ethnical minority.
In 2009 The University was awarded the DS Label. The diploma Supplement is a document attached to a higher education qualification aiming at improving international transparency and facilitating the academic and professional recognition of qualifications.
Experience: The University has experience in carrying out research and training in many subject areas, such as employment market, disadvantaged groups, women, adult learners and unemployed people. So far as it has successfully implemented 2 big national PHARE projects, it has experience in arranging training programmes and carrying out teachings aimed at increasing sales and exportation skills of regional business companies’ employees. In 2009 the joint degree in International Business study programme started to be implemented together with partners from Portugal, Poland and Romania.
Students of SMK University of Applied Social Sciences can study full time (duration of studies – 3 years), and part time (duration of studies – 4 years). Secondary school graduates are eligible to enter the University. 180 credits make the study programme. The University graduates are granted diplomas of higher education.

GENERAL ADMISSION REQUIREMENTS
The applicant must have general secondary education (12 years) and follow the admission rules in force at the SMK University of Applied Social Sciences. To qualify for admission to the SMK University of Applied Social Sciences (in Klaipeda, and Vilnius) applicants must possess certificate of general secondary education or its equivalent. In the competition preference is given to applicants with better performance. The competitive score is formed from the grades of school-leaving examinations on history, Lithuanian (native language), foreign language and mathematics. If the applicant is exempted from the exams the yearly grades of mentioned subjects are taken to calculate the competitive score. If the applicant does not have the grade of required subject it is considered that the grade is „zero“and the applicant is allowed to participate in the competition.

Admission requirements for international non EU degree students
To be admitted at SMK and satisfy migration requirements applicants recruited by the Representative have to follow the procedure defined below:
1. Submission of the following applicant’s documents to the SMK via e-mail iro@smk.lt :
- Application form (http://bkp.smk.lt/?en=1113836904 )
- Passport copy
- Copy of Graduation certificate from the last secondary school or college (the document confirming secondary education). The certificate is bound to be with double legislation. If graduation document is in other language than English, it has to be translated into the English language and notary certified.
- Copy of International certificate of English language test confirming not lower than Intermediate level or equivalent scoren (IELTS 5.0)
2. Submission of the applicant’s secondary education certificate to the Lithuanian Centre for Quality Assessment in Higher Education (SQAC). The applicant submits notarized copies of legalized high school graduation certificate and other required documents (see www.skvc.lt) to the Study Quality Assessment Centre in Lithuania for evaluation procedure.
3. Submission to SMK a copy of the certificate provided to the student by SQAC in Lithuania.
4. Reassessment of the provided documents in SMK and issuance and Offer Letter with information about the applicant’s acceptance to study in SMK or explanatory document in case of rejection (by e-mail and by regular post).
5. The applicant sends to SMK the following documents by post:
- original Application Form;
- notary certified copies of graduation certificate;
- 2 photos;
- Notary certified passport copy;
- Certificate provided by Lithuanian Centre for Quality Assessment in Higher Education or notary certified copy of it;
- Notary certified copy of International certificate of English language test.
6. The applicant starts procedure for visa and Temporary Residence Permit to live in Lithuania. She/he has to submit the following documents to the Lithuanian Embassy to foreign country:
- Application form for visa and Temporary Residence Permit in Lithuania.
- Notary certified Bank warrant about the student’s, his parents’ or guardian’s income (officially declared income);
- Notary certified Commitment Letter (Affidavit) to sponsor the Applicant during his/her studies in Lithuania signed by his/her parents or guardian;
- Mediation Letters issued by SMK.
- Bank warrant’s and commitment letter’s (Affidavit) translated documents into the Lithuanian language. Since these documents can be translated only in Lithuania, they must be sent prior to SMK and received back after their translation.
7. The student signs Study Agreement between him/her and SMK after he gets positive decision about Lithuanian visa and approval for Temporary residence permit to live in Lithuania.
8. The student pays to SMK all necessary fees and payments that are indicated in the Study Agreement. Any charges, taxes etc. related to the Programme fees and applicable abroad (or other countries the transfer will be made from) shall be paid by the applicant.
9. The student takes the visa from Lithuanian Consulate in person.
10. Representative informs SMK about the date of student’s arrival in Lithuania. The Representative will inform SMK in case of student’s decision to stop application procedure before his/her arrival in Lithuania.
11. The student submits originals of the secondary education certificate and certificate of QAC in Lithuania to the SMK at his arrival in Lithuania.
12. Registered Program Participant submits documents to the Migration Service in Lithuania to receive formal document of Temporary Residence Permit to stay in Lithuania.
13. The student submits copy of received original document of Temporary Residence Permit to the SMK.
GENERAL REGISTRATION PROCEDURES
Student enrolment into the first year of study is organized according to the Admission Rules prepared by the University and approved by the director of University. Enrolment is rendered by the Enrolment Commissions approved by the order of the University Director in Klaipeda as well as at Vilnius.
Individuals with completed secondary education are accepted to sequential studies by a competition. There is no age restriction for the applicants. The admission order and conditions are approved by the University Director.
The University Director signs an agreement with a student for the whole duration of the studies. The agreements state the main study conditions at the University and obligations for both parties.
Admission to the first year of studies is validated by the order of the University Director on the bases of the minutes of the Enrolment Committee sittings.
Students and externs are accepted to higher courses on provision of the Enrolment Committee and by the order of the University Director. The provision has to indicate the study programme and the course to which the student is admitted and to state the presence of academic debts. If academic debts occur due to programme differences, the terms of their clearing as well as the study fee have to be defined.
Studies at the University are paid. The order of payment is stipulated in the study agreement. In case of the change of economical conditions the study fee can be adjusted.
The list of the newly enrolled sequential study students is declared by September 1.
